The blueprint is a joke, obviously… but replicators don’t really explain where they got the shuttles. Remember they’re often so low on power that Neelix has to cook food in the galley… let alone have enough power to replicate entire shuttles over and over and over again. That would be an insane power drain. That’s why building the Delta Flyer was such a big deal in the first place, it was kind of a big undertaking. To think they can just replicate whole shuttles willy nilly seems a bit strange to me. It’s indicative of what went wrong with Voyager overall.
